【摘要】文章将目标管理的理念运用到三级综合医院医疗指标测算中，深入挖掘了影响医疗指标测算的因素，通过概念操作化并建立指标体系，构建出基于指数平滑法的修正模型，应用模型测算了某医院2013年相关科室的平均住院日、出院人数、手术人次。该模型实现了医院整体目标与科室目标的一致性，有效地规避了测算主观化的问题，并具有动态调节的功能，可发挥正向激励作用。

【Abstract】 This article has applied the concept of management by objectives to medical indexes calculation of tertiary general hospitals, and explored the influencing factors of medical indexes calculation. By conceptualization, indexes system and correction model of smoothing exponential method can be established. On the basis of the model, medical indexes for related departments of some hospital in 2013 have been calculated. This model has realized that the department’s targets can coincide with the hospital’s targets, and subjective calculation has been avoided effectively.Moreover,it has the function of dynamic adjustment,which gives full play to the positive role of motivation.
